Disadvantaged Business Enterprise (DBE) Fast Track Application and Authorization Forms

If you are already certified federally either Disadvantaged Business Enterprise (DBE) or 8 (a), you may qualify to use the Fast Track application and Authorization forms below.

If you meet New York State’s Article 15-A of the Executive Law eligibility criteria and are federally certified through the DBE or 8 (a) programs, you can use the DBE / 8(a) Fast Track Application.

New York State Article 15-A eligibility criteria:

Minority Business Enterprise (MBE) – A business enterprise that is at least 51 percent owned by citizens or permanent resident aliens who are:

• Black persons having origins in any of the Black African racial groups;
• Hispanic persons of Mexican, Puerto Rican, Dominican, Cuban, or Central or South American descent of either Indian or Hispanic origin, regardless of race;
• Asian and Pacific Islander persons having origins in any of the Far East Countries, Southeast Asia, the Indian subcontinent or the Pacific Islands; or
• Native American or Alaskan native persons having origins in any of the original peoples of North America

***You will need to submit proof of ethnicity

Women-Owned Business Enterprise (WBE) – A business enterprise that is at least 51 percent owned by citizens or permanent resident aliens who are women.  ***You will need to submit proof of gender.
